For example, if you’re designing a registration page and you put the password requirements in an overlay, the user will tap the tip link, read them in the overlay, memorize them, dismiss the overlay, then try to enter their password. If the information on the modal needs to be recalled by the user when interacting with the main page, you are giving the user a short-term memory task that they might resent. This seems obvious when it’s spelled out, but lots of designers make this mistake. It’s bad if they need to be able to see or interact with the UI behind.
This is good if the user needs to focus on the thing in the overlay to the expense of the stuff behind it. In other words, the UI is put into a mode, and the main application UI is not available.
